The apartments generally are leased for one-year terms and are regulated by the u. S. Department of housing and urban development (hud) as to rents and operating methods. The project's activities are controlled by the board of directors of thresholds, a related nonprofit social service agency which provides rehabilitative services to former mental patients and also provides certain management, accounting, and administrative services and office facilities to the project for which a management fee is charged. The thresholds provides operating advances to the project.
