Programs: Youth programs. The foundation provides support for the irreplaceable children/youth sumer reading program, which engages over 20% of durham county children. Summer reading has grown in both reach and effectiveness, with the durham public schools superintendent urging all parents to enroll their children in this free program. The program helps to prevent the devastating effects of "summer slide", the loss of knowledge over the summer break. In addition, library youth partners engages teens to enhance literacy skills for elementary school children who take heed of the lyp's appeal to read and learn. By working together to provide programming, the lyp teens hone their employable skills and many develop a pathway to college. Finally, the early literacy outreach program strengthens durham county's neediest child care centers by demonstrating proven book-sharing techniques and supplying age-appropriate materials.

The foundation sponsors enhanced programming by a humanities coordinator to provide dynamic, life expanding, thought provoking, stimulating events/programs that utilize a wealth of world-class scholars and creative individuals. The humanities programs, in particular, have been especially popular. These programs challenge the community to "expand your knowledge, engage in conversation, and experience something new. " stellar programs include the popular durham-centric series "bullish on durham", delving into local history and culture, the "duke in durham" series featuring a fascinating program on "the unknown doris duke", and the "dcl foodie series" highlighting durham's burgeoning culinary scene.

The foundation provides funding for physical improvements or technical upgrades at durham county library branches. Expenditures in this area also cover professional development travel or local professional enrichment activities for library staff.
