Programs: California affordable housing initiatives, inc. ("cahi") was formed as an instrumentality of the oakland housing authority to enhance, preserve, develop and administer housing for hud-defined low and moderate income families and individuals in california. The primary purpose of cahi is to enter into contracts with the u. S. Department of housing and urban development (hud) to receive compensation to administer section 8 contracts within the state of california. Cahi was formed on march 9, 2001 in response to a request for proposals (rfp) from hud seeking instrumentalities of public housing authorities to contract section 8 housing assistance payments (hap) in the state. Cahi was selected on may 4, 2004 by hud to be the performance-based contract administrator (pbca) for northern california. Cahi has engaged cgi as its business-processing partner to perform many of the processing activities required under the annual contributions contract (acc). This also includes providing transition planning and readiness review preparation, training and contract assignment verification. Cgi federal's business process services (bps) unit is responsible for carrying out the majority of the core tasks and general operating requirements of the acc. Cgi federal's bps unit, working with its partners in northern california, ohio, new york, florida and washington d. C. Is currently the largest hud contractor for section 8 performance based contract administration, processing over $1. 8 billion of housing assistance payments for over 250,000 units annually. Cahi assumed contract administration duties for northern california from hud on october 1, 2004. The northern california program encompasses almost 600 properties and 40,000 families.
