Mission: To advance the revitilization of new york's communities with a particular focus on brownfield sites in and proximate to low and moderate income neighborhoods of color.
Programs: Brownfields remediation fundingnpcr works closely with nyc's office of environmental remediation ("oer") to establish and implement remediation funding tools for brownfield sites in nyc, including the city's brownfield incentive grant ("big") program. The big program was launched by oer in june 2010 and npcr is providing technical assistance on several projects utilizing these resources. In addition, npcr has been instrumental in securing $34 million in new york state brownfield opportunity areas ("boa") program awards to 110 communities across new york state. Brownfields policy and program initiativesnpcr's policy work include state and city brownfield initiatives that are informed by on-the-ground projects. The problems,concerns and solutions that arise in connection with npcr's technical and financial assistance are informing the policy solutions and priorities that npcr is pursuing as follows:- at the city level, npcr is working to ensure that the new brownfield resources are directed toward cleaning and redeveloping brownfield sites in low- and moderate-income neighborhoods for community supported end uses. This activity builds on npcr's 2007 work in connection with the mayor's sustainability task force and the bloomberg administration's june 2008 creation of the nyc office of environmental remediation. - at the state level, npcr is working to remove obstacles to the functioning of the state's brownfield programs, to unlock millions of dollars for the brownfield opportunity area program and to ensure that the state's brownfield tax credits are targeted to community supported projects in low-income areas.
