Programs: The purpose of hereford zone recreation and parks council is to recommend, promote and maintain public recreation programs and services without regard to race, gender, creed, color, age or national origin in cooperation with the department of recreation and parks and the baltimore county board of education. All services are intended to lessen the burden of local government and to facilitate community goodwill.
