Mission: Habitat for humanity of oregon provides fundraising, training, disaster preparedness and advocacy support for all 30 habitat for humanity affiliatesthe offices of dedicated staff and volunteers building and repairing homes across our state.
Programs: Fundraising support: during the past five years hfho has provided $1,833,591 in financial assistance (30% in revolving loan funds and the remainder in grants) to oregon habitat affiliates. Hfho writes, presents and administers grant proposals to foundations both nationally and locally for additional funding to support habitat homeownership and repair programs in oregon. Hfho also coordinates employee charitable fund drives across the state, as well as the oregon charitable tax check-off program. In addition, hfho administers two revolving loan funds: (1) the habitat oregon fund provides 0%-interest loans of up to $50,000 each to assist affiliates with land acquisition and home building; (2) the home repair revolving loan fund provides 0%-interest loans ranging from $5,000 $15,000 to help affiliates perform home repairs. Technical assistance and training: for the 2017 habitat heroes conference, 175 attendees joined us from 46 affiliates, representing five states. With the support of 12 conference sponsors, we provided 32 workshops over the course of two days, along with an aging in place pre-conference. Hfho was awarded a $5,000 grant from the ford family foundation to implement the 2017 spring training in partnership with the center for nonprofit stewardship (cns). Like in 2015, hfho hosted three regional one-day trainings appropriate for affiliate board members and executive directors. The training covered the following topics: (1) developing a diverse board; (2) creating effective board orientation practices; and (3) using financial statements to make good business decisions. Working together with the volunteer chairs, the affiliate support manager coordinates professional networking groups in six program areas: executive directors, restore managers, development/fundraising managers, family services managers, volunteer managers and construction managers. These groups meet three times per year in rotating locations around the state. Last year, networking groups reached 311 participants. In the year ahead, the affiliate support manager (asm) will continue to provide oregon habitat affiliates with excellent capacity building support. On-the-ground affiliate consultations will compliment group training opportunities in areas such as mortgage leveraging, effective hr practices and local advocacy. Training calls provide a cost-effective forum for training and best-practice sharing. Government relations and advocacy: hfho leads advocacy efforts at the state level and carefully tracks legislative issues that impact the mission and operations of the 29 affiliates we serve. Seeking to expand our community impact, we meet face-to-face with elected officials and state employees in an ongoing conversation about affordable homeownership needs and opportunities. To amplify our voice, hfhos executive director actively participates in both the housing alliance homeownership workgroup and the oregon opportunity network state policy council. Working together with other affordable housing advocates, we achieved tremendous success in the oregon legislature in 2017. Habitat oregon and affiliates around the state played a major role in getting $80 million in lift (local innovative fast-track housing) funded by article 11-q bonds passed during the 2017 oregon legislative session. A special budget note emphasizes affordable homeownership development as an anticipated use of this funding stream. We anticipate a 20% soft set-aside for homeownership using the bond funding. In addition, the passage of hb 2912 establishes a low-income housing land acquisition program. Oregon housing and community services will fund the program from existing revenue anticipated at $2. 4 million for the biennium, with a 40% homeownership set-aside written into the bill. Disaster preparedness: hfho promotes awareness of the potential impact of disasters in affiliate service areas, assists affiliates with developing a continuity of operations plans and participates in statewide recovery planning.
