Causes: Chambers of Commerce & Business Leagues
Mission: Developed by a coalition of property and business owners, the fulton avenue improvement association is a benefit assessment district formed to improve the commercial area of fulton avenue in sacramento, california. The district manages a landscape and street scape improvement plan, an economic development program, a security program, and provides marketing and promotion services. Additionally, the association provides business interest advocacy services above and beyond those currently provided by the county of sacramento. This approach has been used successfully in other commercial areas throughout the country to improve business image, attract new customers and increase property values. The association's goal is to improve and distinguish fulton avenue as one of the most attractive areas in the greater sacramento region. The association is funded through direct levies (fulton avenue improvement association) on real estate property tax bills for businesses located in the district. Fund
Programs: The association is a direct levy entity created under the authority of the property and business improvement district law of 1994 (streets and highways code 36600). Direct levies are added to secured property tax bills and collected by sacramento county. These funds are then remitted to the association for the benefit of the direct levy district. The fulton avenue association finished 2017 having held four successful community events: a 4th of july parade; a tree lighting; taste of fulton; and an anniversary event. All events were free to members and the public. Our partners in these events were the fulton el camino recreation and park district, mission oaks recreation and park district, chick-fil-a arden fair, and the california auto museum. In addition, we continued to supervise the implementation of a $150k sacog grant that was gifted to regional transit and the fulton avenue association to install seven bus shelters in the district, and acted as a supervising contractor for our asphalt overlay project. District maintenance was a priority, as many of our monuments, landscaping, lighting and irrigation needed attention and upgrades.
