"transfer offer" we just see this place.
here is our answer:
This transfer offer cannot be concerned to be fit for a family with small kids.
Here is why:

1. We will miss the kids' school because there is no parking available.
We have no other transportation now than an only car,
it was hard to find a school for our kids,
Both schools have no school buses.
2. We have witnessed lies from new management.
It was explained online that every family has one parking spot for each family. We did a huge search using VPN, TOR browser, and other search engines. Look what is the pictures of the property Canon Barcus placed online:
(See att)

The apartment we saw did not fit the standards of Child Protective Services. These standards said parents must be able to observe what kids doing. The apartment we saw was the gut-like labyrinth of claustrophobic divided places, designed purposely for people who were not supposed to see each other.

Installing locks on the bathroom door is strongly prohibited, it was accordingly to the housing inspection we recently got from the COC. In this apartment is a 100 percent chance, that the bathroom will be overflooded right on the first day. Because observation of kids' activity in the other parts of apartments is beyond the ability of the humans.

3. The property manager told us it's one place available for every tenant. Just a few minutes later, Indra, who maintenance person, said this parking place now is only for maintenance.
Starting relocation from the legal fight for our disability rights is not the best way to start in a new place. And get a new enemy right away (Indra the maintenance guy, who will be very opposite of the people who demand clear rules)

4. We have many things which we strongly dislike about this place, we demand any papers showing there is 1000ft2 at that apartment and hear "no papers" from Indra.
It's clear there is no such square footage there.
That apartment is visually even smaller than here, at 222 Taylor.

5. The most obvious reason we need to consider this transfer
as not properly chosen - is there is not make the situation in a criminal environment much better. The first time we drive around it seems better because all criminals are gathered just one block away. Today these huge groups of drug addicts were very close to this place, performing their usual business with drugs and stolen things. If no parking in the building, walking around these folks can be no better than here on 222 Taylor. Our demand for relocation is mostly based on safety concerns.
So here is no big difference, the same dangerous place.

All these reasons clearly indicate this transfer offer is not fit for considered to be the first transfer offer. It doesn't meet the
reasons which were submitted for the transfer requests.
It doesn't make any sense.

Even if the parking problem will be solved, this relocation cannot make us feel safer in that area. We drive around a few times and saw the same big groups of addicts, just without permanent encampments like at Taylor street, but seemingly even more dangerous.

This "Canon Barcus" is a place full of fraud, and here is why:
1. The woman who introduced herself as a general manager has less power of decision than the man, who introduced himself as maintenance.
2. Maintenance person behaves like he is the actual OWNER of this place.
Every single question of what is allowed in this place, the manager said: "Yes", next to her, Indra said his: "NO".
3. The question regarding tenants who live in a big and nice apartment, we hear explanations only from Indra.
First, this question makes him VERY NERVOUS.
It clearly looks like members of his big family live in this big apartment.
My life work experience includes investigation of the criminal activity of organized criminal groups.
Investigation of corruption inside the police. Canon Barcus is a nice piece of cake for serious investigators of financial crimes.
