Mission: The horizon institute is a think tank
Programs: The horizon institute is a california-centered think tank and public interest research organization, dedicated to building an econmy that puts people first. The institute works to foster informed discussion and promote ideas that can transform the economy, in order to deepen our democracy and create opportunity for californians. In september 2012 the horizon institute partnered with united job creation council to form the council for recidivism reduction policy, a project of ujcc los angeles alliance ministers and pastors (laamp). The focus of the council is to seek to change the national perception of incarceration to include, in a meaningful way, recidivism. Using california's public safety realignment program (ab 109) as a national model, the council will develop a rehabilitation program that will dramatically reduce recidivism. Together, with the wider collaborative, the council will organize and advocate for implementation with the goal of reduction of recidivism to 0%. The task for the council for recidivism reduction policy is: - to identify best practices in ex-offender rehabilitation (identify specific elements that must be included); - to create a replicable model for rehabilitation that starts within one month of incarceration and continues through through two year post-release; - to validate the model, and demonstrate the fiscal value of the model, through academic research; - to present the model to a wider collaborative of interested parties; - and, together with the wider collaborative, organize/advocate for implementation under prison realignment as a model nationally.
