Programs: The Bob Rauschenberg Center For Living (BRCFL) is a private, non-profit 501 (c) (3) community-based AIDS service organization. BRCFL is currently the only Ryan White Title III program providing medical care to persons infected with HIV in Lee County, Florida. BRCFL has a successful history providing medical services to communities of color, specifically the African-American and Haitian populations. Currently, BRCFL offers a continuum of medical care for persons infected with HIV residing in Lee County. The service area of BRCFL is Lee County, but the emerging population identified in this application derives primarily from the targeted service area located in and around the City of Fort Myers in Lee County, Florida and includes the Dunbar area, Lee County’s largest minority community (Zip codes33901, 33916, and 33905). Residents of this area account for about 15% of Lee County’s total population, and the vast majority (69%) is African-American. The targeted area also accounts for 27% of the county’s Latino population. Many who reside in the target service area live below or at the poverty level and have limited formal education. Substance abuse and homelessness are chronic problems, particularly among the area’s minority populations.
