Funding was provided by the low income energy assitance program (liheap). The site was utilized as a meeting venue for agencies participating with the community and economic development association (ceda) and for training of new intake workers. Community members donated hundreds of hours to do community outreach and to administer the program.

the south halsted unemployed action center, a wes project to support and empower the unemployed, held weekly lunch gatherings to train volunteers to help others with job search and resume writing as well as issues concerning unemployment benefits, utilities and evictions. The unemployed action center made the voices of the unemployed heard through meetings with elected representatives, press interviews, and weekly sidewalk speak outs at the public library.
