Programs: The westmoreland county federated library system was formed to operate a system of autonomous public libraries within westmoreland county and to promote, develop, and improve library and informational service to all county residents. In addition the system is to encourage maximum local use and support of libraries and to be responsible for the receipt and distribution of system funds.
