Tenants pay an income-adjusted portion of rent (which is often zero) and reside in apartments purchased with funding from the arizona department of health services. While not listed on financial statements as an expense, the opportunity cost of these heavily discounted rents is over $351,000 per year excluding utilities, based on hud & survey data.
