Mission: To support the missions of feeding america affiliate food banks serving the people of the state of south carolina. The south carolina food bank association is composed of four food banks all serving south carolina. Golden harvest food bank: serving abbeville, allendale, aiken, anderson, bamberg, barnwell, edgefield, greenwood, mccormick, oconee, and pickens counties. Harvest hope food bank: serving calhoun, chester, chesterfield, clarendon, darlington, dillon, fairfield, florence, greenville, kershaw, laurens, lee, lexington, marion, marlboro, newberrry, orangeburg, richland, saluda and sumter counties. Lowcountry food bank: serving beaufort, berkeley, charleston, colleton, dorchester, georgetown, hampton, horry, jasper, and williamsburg counties. Second harvest food bank of metrolina: serving cherokee, lancaster, spartanburg, union, and york counties.
Programs: Distribution of federal funds to four member food banks: the scfba receives a portion of the administrative program allotment assigned to scdss from the usda program called the emergency food assistance program (tefap). These fees are used for the purpose of warehousing storage and distributing the usda tefap food in the 46 counties of south carolina. Each food bank within the association receives a proportionate share of the administrative program allotment based on poverty population within their respective service areas. The usda tefap food allocation is the same percentage as the poverty population. By scfba receiving this allocation, we are actually saving the state of sc from operating a full scale food warehouse with refrigeration and frozen space for storage. While normally food banks are allowed to charge for donated food based on the handling, transportation, sorting and warehousing of food up to an amount set by feeding america entitled a shared maintenance fee up to nineteen (. 19) cents per pound. Scdss does not allow this charge to be granted to the food distributed through the tefap food, therefore the administrative allotment assists each food bank with some monetary assistance for operating warehousing, transportation and distribution of the tefap food. This administrative fee provides each food bank with a nine (. 09) cent monetary assistance for the warehousing, storage, transportation and distribution of the tefap food.

This food is ordered by dss based to this allotment. The scfba accounts for all food received and distributed by each food bank for the tefap program. Each food bank is held accountable for the warehousing and safe food handling practices for the tefap food and is also held accountable for the distribution of the tefap food in each county according to the poverty population rate for that county. This is monitored monthly to assure that each food bank in their service territory is achieving meeting the needs of people living in poverty by a monthly feeding america report titled meals per person in need. Very successful to the scfba, is each food bank is meeting and in many counties exceeding the average meals per person in need in each food banks assigned territory, based on a formula established by feeding america examines all food banks across the country on the same rationale.
