Mission: The primary goal of this organization is to provide data resource and planning services to all segments of the community, including government agencies, non-profit organizations, and private firms. Raps has published reports on a variety of topics in the tri-county region including, employment and population forecasts, retail sales, housing needs, and general population profile information. Acted as the administrator for the pajaro river watershed flood prevention authority activities. During the fiscal year, raps provided the regional transportation planning agencies (rtpa's) with procedural guidance and form-based templates for select administrative tasks that provided a clear set of consistent rules, which was of significant benefit to these agencies. Development of the rtpa administrative support guidebook helped to streamline administrative tasks and provide for consistency between all california rtpa's.
Programs: Pajaro river watershed flood prevention authority - raps provides administration for the authority. The authority was established in july 2000 by state assembly bill 807 in order to "identify, evaluate, fund, and implement flood prevention and control strategies in the pajaro river watershed, on an intergovernmental basis. " the watershed covers areas of four counties and four water districts and the board is comprised of one representative from each of the eight following agencies: -county of monterey -county of san benito -county of santa clara -monterey county water resources agency -san benito county water district -santa clara valley water district -santa cruz county flood control and water conservation district, zone 7 the authority acts as a governing body through which each member organization can participate and contribute to finding a method to provide flood protection in the watershed and promote general watershed interests. In addition to flood protection, some identified benefits could include: -municipal, agricultural, and industrial water supply -groundwater recharge -support of rare, threatened, or endangered species -migration and spawning of aquatic organisms -preservation of wildlife habitat -water quality raps provides technical assistance to local jurisdictions as a source for geographical, forecasting, economic, and other data as requested.
