Causes: Mental Health, Mental Health Associations
Mission: Assist in meeting the behavioral health needs of persons residing primarily in northern new york state. Assistance is provided in the form of planning and administrative coordination for a network of organizations that provide behavioral health care.
Programs: Health reform- ncbhn continues to participate in the behavioral health committee meetings each month. We also continue to serve on the project advisory committee (monthly) workforce and value based payment committees. Our role is to represent behavioral health in an effort to ensure smooth integration with primary care through the dsrip process. There are now 15 agencies in the shared services data warehouse project. We submitted a 3-year 900k grant proposal to hrsa to develop the data warehouse. We have now identified 55 quality and process metrics which will be applied to harp providers. Additional metrics coming from the behavior health cags are also known. We surveyed 14 agencies in our p2dw project regarding their ability to track and measure these data elements. Ncbhn assisted citizen advocates to be lead agency for a six county collaboration in a bhcc application notice to omh & oasas. Ncbhn will contract with citizen advocates to be the project management entity. Ncbhn also submitted project proposal for bhcc for a 3- county collaborative in our western region.
housing - staff compiled and reported 2016 point in time homeless count numbers to hud for both coc's. In january staff prepared both coc's for the 2017 pit homeless count. A total of 14 mtg. Were held for the pnhc and 11 mtgs. For the fehc. 2016 nofa hud grant final application for both coc's was submitted. Pnhc coordinated entry system is up and running, fehc ces is still a work in progress. As a result of the work completed throughout the year, the pnhc and the fehc were awarded a combined total of 1,386,825 in hud funding to fight homelessness. Staff held presentations to local groups to get the points north housing coalition better known in the community and continues to provide technical assistance for hmis users in both coc's.
outreach education and regional projects - ncbhn is the grantee for a suicide prevention and anti-bullying program. This funding is divided among community services directors in franklin, essex, clinton, and warren/washington counties. For the 2016-17 funding year the counties held several adult & youth mh trainings throughout the 5-county region. A postvention team was formed in clinton county which will provide intervention services and grief support to suicide survivors. Two billboards were purchased with the suicide helpline on them along with radio spots that helped promote mays mental health awareness month. Also the 2nd annual suicide prevention conference held in malone provided 2 days of prevention, and postvention training. Ncbhn continues its "fridays on facebook" series which is distributed to 300 email recipients. About 12% are opening and reading the articles. Ncbhn attended and provided testimony (oral and written) to the governor's state-wide taskforce on the heroine & opioid epidemic. Vbp implementation; orientation to the regional planning consortium; opioid epidemic; and a facilitated planning day to develop shared services. Staff attended several bh meetings with in the tri-lakes all of which informs the member updates and alerts. Online resources delivered via email included 33 general bh policy member updates and (action may be appropriate) member alerts. In april we presented our spring forum w/sessions on integration, dsrip and managed care, vbp, and quality metrics. We attracted 100 attendees. On april 19th we partnered with mctac to present a one-day managed care contracting conference. Staff attended 3-day asap conference in saratoga springs in october, regional planning consortium meetings in plattsburgh & watertown (x2); mhanys conference in albany; 3-day ntpc (sud) conference in lake placid as host and moderator. The network met in december and received training on data driven care by advocates for human potential.
