Mission: Iphca strives to improve the health status of medically underserved populations by fostering the provision of high-quality, comprehensive health care that is accessible, coordinated, community-directed, culturally sensitive, and linguistically competent. Iphca accomplishes this through education and technical assistance, recruitment and retention, and advocacy.
Programs: Iphca provides training and technical assistance (t/ta) to potential and existing health centers, including its membership who operates over 350 sites, through a cooperative agreement with the health resources and services administration (hrsa). Through this agreement, iphca conducts various statewide/regional t/ta activities to assist potential and existing health centers meet health center program requirements and improve organizational and clinical performance.
in a cooperative agreement with the illinois department of public health (idph) office of policy, planning, and statistics, iphca conducts recruitment visits to health professions training programs and schools to encourage employment in community health centers (chcs), promote the national health service corp (nhsc), and educate health profession students about loan repayment and scholarship opportunities. Iphca also works with idph to gather data and evaluate, prepare and submit shortage designation applications for health professional shortage areas and medically underserved areas/populations which are used in conjuction with nhsc and grant awards respectively. Iphca completed calendar year 2016 having successfully recruited 62 clinicians into chc sites. The health professionals shortage is impacting calendar year 2017 with 31 receruited through september 2017.
through a grant partnership with the illinois department of public health (idph), iphca facilitated the development of a unique partnership between federally qualified health centers (fqhcs) and the local health departments in targeted areas. It was anticipated that such partnership will lead to periodic exchange of information and sharing of resources to enhance activities for chronic disease prevention and control. Iphca provided quality improvement technical assistance to help the fqhcs improve electronic health records for follow-up of patients with high blood pressure and diabetes, provider reminder systems, referral mechanisms and clinical decision support. Iphca also provided resources and training to fqhcs around these topics and promoted referrals to other illinois lifestyle change programs for patients in high risk populations.
there are several programs included in this line item. Iphca receives several grants from the illinois department of public health and dentaquest foundation to perform services for the following programs: oral health, emergency preparedness, human papillomavirus (hpv) and immunization. In addition, the other item included in this line item are the non general and administrative costs for iphca to provide services to its membership.
