in october 2015, heartland alliance international (hai) began implementing the project "upholding and expanding access to justice in iraq: improving protections for detainees and survivors of torture" (cat ii), which seeks to strengthen the government of iraq (goi) and the kurdistan regional government's (krg) compliance with the un convention against torture and better protect the rights of persons held by police and state security forces. The program is funded by the department of state bureau of democracy, human rights, and labor (drl). Hai administered a total of four assessments to determine torture and ill-treatment at detention facilities in the iraqi kurdistan region (ikr) and iraq, providing valuable data that informed focused advocacy efforts with government officials aimed at corrective action. Hai has provided over 238 participants with high quality legal and mental health and psychosocial services. Hai has also trained local partners, police, detention center staff, and lawyers on rights of detainees. After continuous hai advocacy efforts, in march 2017 the government of iraq passed witness protection law. In may 2017, hai and the strategic legislative committee of the government of iraq parliament drafted an anti-torture law, accepted for reading by the government of iraq.
