Programs: The abuse treatment programs of fcs operate in anne arundel, harford, carroll and howard counties and the city of baltimore in maryland. These programs provide comprehensive services to children, adolescents and their families who are experiencing the effects of sexual, physical and/or emotional abuse. Fcs offers a safe, trusting and nurturing environment to help individuals move from being victims to survivors and begin the healing process. Fcs offers the following services: crisis intervention, assessment, treatment and/or referral; case management; individual, family, and group therapy, play/art therapy with clinicians who are trained in trauma-focused treatment; legal advocacy and court accompaniment; and community outreach. Fcs also educates families about abuse prevention strategies and increases awareness of victim rights law. Trainers are available to talk with community groups, parent organizations and others about signs of abuse and what to do about suspected abuse. In anne arundel, carroll, harford and howard counties, fcs partners with the local child advocacy center providing on-site services to ensure the abuse disclosure process does not re-traumatize the child and family. A child advocacy center is a child-focused, facility-based program in which representatives from many disciplines, including law enforcement, child protection, prosecution, mental health, medical and victim advocacy, work together to conduct interviews and make team decisions about investigation, treatment, management and prosecution of child abuse cases. In the past fiscal year the abuse treatment programs of fcs served 497 children and adults dealing with the devastating impact of physical or sexual abuse, providing a sense of hope and stability to traumatized families.
the medical adult day care programs of fcs serve two counties in maryland. West end place medical adult day care is located in downtown westminster, maryland. Harford medical adult day care is located on the campus of harford community college in bel air, maryland. Both centers provide caregivers respite and clients a daily, structured program in a medically supervised environment. The primary purpose of the programs are to enable the participant to achieve and/or maintain an optimal level of independence that allows him or her to live and function in the community. The intent of fcs medical adult day care programs is to prevent premature or inappropriate institutionalization for the disabled older adult and allow the individual to remain at home while aging in place. Medical adult day care provides a program of socialization designed to respond to the psychological, social, physical, and economic needs of the participants. The focus is on enhancing the participant's quality of life in his or her more dependent years. The goal is to provide assistance toward maintaining the participant's capacity for self-care and personal hygiene, to stimulate and support the participant's mental and physical capabilities, to improve social and interactional skills, and to offer respite to the caregiver. A total of 132 clients were served during the fiscal year.
the domestic violence programs of fcs are located in west baltimore county and carroll county in maryland. These programs foster safety, autonomy, and resiliency in families through the provision of services tailored to the needs of victims, their children and their abusive partners. The emphasis of the programs are on establishing safety from violence for victims and their children and the prevention of future episodes of violence through work with offenders. The programs strive to empower victims to take control of their lives back from their abuser and remove themselves and their children from harm and heal from the abuse. Fcs domestic violence programs offer support groups designed for victims at their level of need, and children's support groups for crisis intervention. The programs include various educational seminars for our clients on topics such as raising healthy children and budgeting on a low income. The domestic violence programs of fcs served 1633 victims during the fiscal year, creating a sense of safety and empowerment.
fcs offers general counseling programs in anne arundel, harford, carroll, howard and baltimore county and the city of baltimore in maryland, with clinicians from a variety of backgrounds, from licensed clinical social workers and licensed professional counselors to ph. D. Psychologists. This year the program has expanded its medication management services, greatly increasing the number of clients that we can serve. The programs provide support for clients experiencing: relationship issues, depression, anxiety and other mental and emotional disorders; difficulty with anger management; trouble adapting to life stages and changes; the death of a loved one; social and emotional difficulties related to disability or illness; eating disorders; and school problems for children. The program helps clients define and solve problems and make decisions as they work through the process of healing and growth. Over 1200 clients were served in the various counseling programs during the fiscal year. Through june, 2017, fcs early head start center in the city of baltimore provided high quality child care and family development services to low-income pregnant women and families with infants and toddlers, in both center and home-base programs serving 200 clients. In keeping fcs's evolving focus on behavioral health and case management programs, fcs worked with maryland family network and st. Vincent depaul to successfully transition the early head start program to st. Vincent depaul effective june 30, 2017, ensuring stability for clients heading into the next school year. Similarly, fcs successfully transitioned the senior community service employment program to senior service america, inc. As of january 31, 2017. Senior community service employment program (scsep) is a community service and work-based training program that provides subsidized, service-based training for low-income persons 55 or older who are unemployed and have poor employment prospects. Participants work an average of 19 hours a week, and are paid the highest of federal, state or local minimum wage. They are placed in a wide variety of community service activities at non-profit and public facilities, including day care centers, senior centers, schools and hospitals. It is intended that community service training serves as a bridge to unsubsidized employment opportunities; scsep's goal is to place 30% of its authorized positions into unsubsidized employment annually. The program had 68 participants through january, 2017. The foster grandparent program provides opportunities for income-eligible persons aged 55 and over to provide supportive person-to-person services to at-risk children in community organizations such as schools, hospitals, head start programs, family support centers, transitional housing, and youth centers. Foster grandparents' activities are directed toward helping young people improve their self-esteem and confidence and become full and productive members of society. In the process, foster grandparents strengthen communities by providing services that community budgets cannot afford and by building bridges across generations. There were 73 mentors serving in the program during the fiscal year. Case management and family stability: many individuals and families reach a crossroad in their lives during which they struggle with environmental pressures that create crises for them, e. G. Loss of a job, threatened utility turnoff, homelessness, serious illness that causes job loss. For these people, family and children's services' case managers take a problem-solving approach, helping them understand their options and directing them as needed to resources that can help alleviate the current pressures. The case managers also work to help these individuals and families plan for the future and take the steps that will help keep these kinds of problems from recurring. Services are provided at the mulitiservice center in howard county. The case management program served 296 clients while the family stability program served 87 families. Healthy families howard county is a program in partnership with howard county hospital that supports first-time parents in becoming comfortable in their new roles. Support services are customized to meet each family's needs and include: home visits from fcs family support workers; newsletters; telephone and individual support; get-togethers for new moms; and support groups for both moms and dads. Our 24-hour warm line provides additional assistance for new parents by providing information, referrals, resources, and support. The program supported 136 new families during the fiscal year. West end apartments, located in westminister, maryland, provide housing in eight barrier-free apartments, offering independent living to low and moderate income seniors in carroll county. The apartments housed 10 seniors in the fiscal year.
