Programs: To provide decent, safe, sanitary and affordable housing to low to moderate income households in the city of east st. Louis. To promote investment in community services and the modernization of the city of east st. Louis. To promote the development of the city of east st. Louis as a post industrial green community through eco-friendly projects and related revitalization. To foster development of low to moderate income households independence and self sustainability through the development of human, social and support services. Services will include but not be limited to educational, vocational, recreational and cultural opportunities.
