Mission: Cluster provides programs and services that assist residents in yonkers, westchester county, and rockland county to build a better future for themselves and their communities. All of our programs seek to empower individuals, families, and communities to fulfill their dreams and potential. Mental health residential services provides housing to individuals with psychiatric disabilities. The mediation center provides mediation, arbitration, eviction prevention, restorative justice services & conflict resolution. Housing services include preserving housing, improving living conditions, housing case management, and tenant education. Youth & family services include after-school programs and summer day camp.
Programs: Mental health residential services provides housing and support services for individuals with chronic mental illness. The rehabilitative services provided include assistance with daily living skills, medication and symptom management, coordination of treatment providers, community integration, goal setting and rental assistance. Three levels of care are provided in this program: the congregate level - two 24 hour supervised living residences, a treatment apartment program, and 95 units of permanent supported housing. In 2014, this program served 155 individuals and 48% of discharges from the program were to a more independent level of care. Additional services provided to the residents include groups in wellness self-management, workshops with a local artist, a gardening program, job readiness training and exercise sessions at the ymca.
the westchester and rockland mediation center is a community dispute resolution center operated in partnership with the nys unified court system. In 2014, 543 cases were mediated at the center by 60 trained volunteer mediators. This included community mediation, small claims and civil cases, school mediation, custody/visitation, restorative justice-youthful offender, divorce mediation and special education mediation. In the center's restorative justice program, 48 youthful offenders were served and the recidivism rate was less than 5%. We also provide lemon law arbitration. Training services in conflict resolution, basic mediation, custody/vitiation mediation and divorce mediation were also provided by the center in westchester and rockland counties.
cluster's eviction prevention program provides assistance to individuals facing eviction due to non-payment of rent. Assistance is provided on-site in westchester county dept. Of social services district offices in yonkers and mt. Vernon, in housing courts and at our offices in yonkers. Staff members conciliate agreements between landlords and tenants, secure emergency funds, and prevent tenants and their families from losing their apartments and becoming homeless. In 2014, housing assistance services were provided to 1,080 individuals and families. This intervention enabled many of them to maintain their existing housing. Others were referred to more appropriate services such as legal services of the hudson valley along with budget review and counseling.
other community services include after-school programs, summer day camp for children from low-income and homeless families, an adolescent youth development program, school-based intervention programs, a housing resource center which assists with code enforcement issues, emergency displacement, benefits advocacy, budget counseling and tenant right's education.
