Mission: The community action council of howard county (cac) is dedicated to breaking the cycle of multi-generational poverty and ensuring a better quality of life for all of the citizens of the county. Over the past year and a half, the howard county cac has used (see schedule o)
Programs: Programming for individuals and families who are in danger of having their electricity turned off or are already without electricity. In fy 2017, cac served 5,991 households. The weatherization assistance program (wap) helps eligible low- and moderate-income households with the installation of energy conservation materials in their dwelling units. Energy efficient appliances like heat pump, refrigerator/freezer, may be replaced. These measures both reduce the consumption of energy and make these homes more comfortable, safe, and healthy. Priority is given to residents who are elderly, disabled, have families with young children, and have the highest electrical burden. Each family saved an average of $283 per year in energy cost, 625 homes were weatherized in fy 2017.
full day / full year high quality head start and pre-k education adn social development skills programming for 322 three and four year old students. The program is comprised of 17 classrooms operated throughout four different sites across howard county. The program uses a two-generational approach that supports the needs of the child and the parent. Children in the program receive breakfast, lunch, and snack on a daily basis. Transportation to and from three of the head start sites is available. The program is accredited by the national association for education of young children and by the maryland state department of education and licensed by the howard county child care licensing.
the howard county food bank is the hunger-relief program of cac. The food bank collects and distributes food directly to approximately 26,604 individuals in howard county as well as to 13 pantries. The pantries function as an arm of the food bank that reach out to those in their immediate community. The majority of the food pantries are located in churches throughout howard county. Eligibility for food assistance is based on income and residency. The primary source of revenue and products for the food bank is from financial or food donations from individuals and groups who conduct food drives in their community, at their school, or workplaces. In fy 2017, cac distributed more than 648,000 pounds of food to approximately 26,604 individuals.
