Mission: Incorporated under the New York State Board of Regents as an educational facility, CELP's purpose is three fold: 1- To increase public awareness about our marine environment; 2 - Provide a program for youth-at-risk, giving them an opportunity to develop teamwork and a sense of self worth; 3 - Construct the first vessel built in this country that is 100% handicapped accessible.
