Mission: CDR was founded in 1966 by concerned citizens in order to assure early education for children with disabilities or who were at risk for developmental delays. Today, CDR is a nationally recognized agency that provides services to young children, especially those with disabilities or developmental delays, and their families, or those who are at risk because of social and economic factors. CDR also provides and training and technical assistance for early childhood professionals, including physicians, nurses and nurse practitioners, educators, Early Head Start and Head Staff staff, early intervention teams and child care providers.
Target demographics: families with infants and toddlers from birth to age three in the Historic Triangle. CDR serves children who: have disabilities or delays in their development are at risk because of very low family income have other risk factors such as premature birth, teen parents, or parental substance abuse need high-quality child care and development services
Programs: For Families CDR began in 1965 as the Williamsburg Preschool for Special Children. CDR now serves approximately 1,000 children and their families each year. CDR’s TOTS-LINE 757-566-TOTS is the central point of service entry for very young children in the Historic Triangle. Call if you have questions about your baby or toddler. Developmental screenings and assessment are available at no cost to the family for any child birth to three in the Historic Triangle. Early Head Start is a federally-funded program for families of children birth to three and expectant mothers. Enrolled families receive comprehensive services including health screenings, developmental screenings and monitoring, parenting guidance, and referrals to and assistance in accessing community resources. First Steps Child Care & Development Centers provide high-quality, full-day, year-round child care for families whose parents are working, in school, or in job training. More than just a child-care center, the program provides comprehensive health, development, nutrition, and parent support services. Infant & Parent Program includes individual physical, occupational, speech therapies, and special education provided during home visits and playgroup to children diagnosed with disabilities and developmental delay. For Professionals CDR’s Center for Professional Development provides workshops, seminars, and consultations to child development professionals on a fee-for-service basis. Virginia’s Infant & Toddler Specialist Network focuses on improving the quality of early child care in Virginia and is a program of CDR. CDR’s current work in training and technical assistance includes fatherhood programs, rating child care centers, early literacy training and supplies, and working in conjunction with early childhood efforts in Virginia and beyond.
