I have been a volunteer, mostly foster mom, with Heidi's Legacy for more than a decade. They pull the shelter dogs that no one else will take and then find wonderful homes for them. In response to some of these other comments, their priority is the DOGS! We have had some very adoptable pups come through our home, They looked at the best choice for them. Yes, that means that sometimes a late-comer with a fenced yard gets the dog instead of the first person who applied, but it's the best place for the pup. Fosters have a say in those decisions too so I've been among the people making that call. I can see why people are angry but it's still the best option for the reason this rescue exists.
