There are many injustices which, while unjust, are nevertheless legal--civil forfeiture, absurd occupational license requirements, education choice restraints, excessive fines.... These injustices are "legal" because laws or regulations (usually state) either permit or do not forbid them.
It is possible to challenge and defeat such injustices. But that cannot be accomplished by the affected party; it takes money and legal expertise. Only an organization of dedicated and informed lawyers can do this. When they succeed, which occurs in the majority of cases that they undertake, the outcome generally is not simply justice for the affected individual. The broader outcome is often a revision of the law or regulation which underlay that injustice--i.e. injustice for all. Who would not wish for that?
