Jessica Hill White and her rescue ARTBAR are a gift to WV. Her compassion, expertise and resilience show what one person can do to make a difference in the world. Her understanding of her community and her advocacy for animals is inspiring. I will continue to donate to this small rescue as they continue their important work.
