I have been a volunteer for over 16 years in veterinary services and overall I think PHS & SPCA does wonderful work for homeless animals. The PHS & SPCA animal shelter is one of the few animal shelters that takes in ALL animals, not just adoptable animals and that is a very important role this organization fills. If an animal is not adoptable, at least it will be cared for by the staff at PHS & SPCA. The Foster Care Program is one example of how PHS & SPCA cares for the animals that are not immediately adoptable. See the photo of the kitty family for which PHS & SPCA provided foster care until momma cat and her seven kittens were healthy enough to be adopted .
