Review for Central Ohio Sheltie Rescue Inc, Columbus, OH, USA
Since what has happened with Piper has called into question this organization's decision-making, I am sure many would also like to ask for and see the Nonprofit Form 990 filed for tax year 2013 for Central Ohio Sheltie Rescue. As a condition of granting tax-free status, the IRS requires nonprofits to file "Form 990s" detailing how they spend their money, who's in charge, and whether there are any conflicts of interest. Nonprofits are required to turn over a copy of their latest filing to anyone who asks.
I think this organization should:
Verify Nonprofit Form 990 has been filed with the IRS and a copy is made available to anyone who asks for it. Make all financial, operational, and contractual decisions transparent to confirm this organization is operating both legally and morally. Have legitimate and verifiable steps to be followed first for each and every incoming Sheltie to ensure each Sheltie has not been lost or stolen by making every attempt to find the Sheltie's owner/family and, if found, reuniting that lost Sheltie with that Sheltie's owner/family. If the Sheltie's owner/family is legally verified and the Sheltie is no longer wanted, then that needs to be legally documented. If placement back with the Sheltie's owner/family is not possible, then the same steps should be followed to return the Sheltie to its breeder. Only after all exhaustive steps have failed to reunite the Sheltie with its legitimate owner, owner's family, or breeder should placement into a new home be considered an option.

However with that being said, Central Ohio Sheltie Rescue still needs to prove it is operating honorably and legally at this time. Personally, I would look elsewhere for a Sheltie.
