Richard C. Lecher, Ph.D is a self dealing individual
He is overpaid and the richest non profit CEO ever in the county
He makes deals with individuals with children with disabilities to excell them through the waiting list and make the eligible faster - its all you have to do is - donate money or houses like Dr Black and other weathly families.
The state and the IRS should investigate the operations of Scarc to verify unfair dealing with individuals on the waiting list.

If I had to make changes to this organization, I would...
Pay less to the CEO and allow for fair dealing with the individuals on the waiting list. Do not allow individuals to be slaves for Rick Lecher - you make a deal with him and you are in.
