I have been a tenant of Belmont Arthur for many years, and have been dragged into housing court many times; as have many other tenants. In most cases there is no actual debt, but because of cleaver accounting tricks, and fraudulent repair bill, tenants are constantly harassed, and have been evicted from their apartments and returned to homeless shelters. Joe Cicciu; Belmont Arthur Avenue LDC, also owns and manages a number of other properties, all non-profit and all listed as being owned by different entities. Washington Avenue HDFC, is also one of the properties in the Belmont Portfolio, it is maintained by; Franco Cicciu; the oldest son of Joe Cicciu. The tenants there are constantly having their apartment units intentionally flooded, by Rafael the unlicensed maintenance man, who is paid to create damages. The primary intention of this company, is to embezzle money from the tenants, and procure funding from the State and Federal Government, under the guise of building restorations.
