I'd like to understand better the relationship between the organization, World Education, Inc. (WSI), and the consultant John Snow, Inc., (JSI) which happens to be solely owned by the nonprofit's president and is its highest-paid independent contractor with $1,332,620 spent by WEI on JSI's services in fiscal year 2011. (Payments from WEI to JSI exceeded $1 million in each of the last three reporting years, with no other independent contractors listed on the forms as receiving more than $100,000 in each of these years.) The Form 990 filings clearly state that JSI's services include providing the organization with its president and other staff who are compensated buy the contractor JSI, and not by the organization, WEI. As a result not anywhere on the IRS forms do we see the see compensation levels for the charitable organization's president, and perhaps also those of other staff provided by JSI. For the last year reported to the IRS, the WEI payment to JSI represented nearly 4% of its total annual expenses.
