Mission: The mission of vclc is to: promote the development, education and inclusion into the community of children with or at risk of disabilities; increase the capabilities of families whose children have or are at risk of disabilities and reduce the stresses on those families; initiate improvements in the delivery of services to children and their families; provide training and technical assistance to early childhood personnel; and promote programs, research attitudes, policies and collaborations that improve child development and family life.

The child centered and family focused program is provided in a safe, nurturing environment designed to maximize each child's educational and social outcomes. Vclc preschool curriculum is aligned with the new york state common core learning standards for pre-k and individualized according to each child's iep and learning style during individual, small group and large group sessions. Empirically validated interventions are utilized in all classrooms, some using the science of applied behavior analysis. All children have gym class, computer lab and music weekly. Vclc has bilingual and english language learner classes staffed with bilingual, bicultural staff. Home/school collaboration is an important component of the program. A social worker is assigned to each family to provide on-going support services.

The program is family-focused and based on the concept that early intervention with parental involvement can make a lasting impact on a child's educational and social outcomes that is not possible if services are delayed. Curriculum is based on the child's ifsp and focuses on cognitive development, communication skills and language development, play and social interactions, social/emotional development and daily life activities such as eating, toileting and dressing.
