Mission: The mission of the trinity edwards springs protection association (tespa) is to protect the trinity and edwards aquifers, the springs that flow from this interconnected system, and the property rights of landowners who depend on and wish to conserve this precious natural resource.
Programs: Tespa will pursue issues regarding the interconnection of surface and ground water permits, rights and authorities and will attempt to foster a management process that will protect these aquifers and their springs for future generations. While the expectation is that the majority of the focus of tespa will be upon the geographic area underlain by the trinity and edwards aquifer systems, it is specifically intended that tespa may undertake research and legal actions beyond these geographic boundaries to the extent information impacts our mission. Based on studies and reports produced by hydrologists, geologists, and other experts that work in the area, tespa will develop and disseminate proposals to protect the health of these vital natural resources. The trinity aquifer and edwards aquifer groundwater will be studied to evaluate the geologic faulting that produces the texas hill countrys artesian springs. Important water resources, such as the san marcos springs, have endangered and threatened species of aquatic plants, fish and other animals that cannot survive if the cool temperature of the san marcos river continues to increase. The work of tespa focused on engaging qualified scientists will produce reports and publications with maps and statistics to educate the public about conserving these resources. This work will review and then produce documentation of the existing practices that may produce dangerous conditions. Tespa will disseminate its reports to, and work with, state and federal agencies and local groups responsible for monitoring the condition of the aquifers. Tespa will monitor and likely initiate statute-based litigation to aid in enforcing laws promulgated to protect these public resources.
