Mission: Third Sector is a 501(c)(3) nonprofit whose mission is to accelerate America’s transition to a performance-driven social sector. In order to realize this vision, Third Sector is making Pay for Success a reality in the United States. Third Sector serves as a trusted advisor that leads governments, high-performing nonprofits, and funders in building collaborative initiatives that re-write the book on how governments contract social services, by funding programs that work, saving taxpayer dollars, and measurably improving the lives of people most in need.

Programs: The massachusetts juvenile justice pay for success (pfs) initiative: the massachusetts juvenile justice pay for success (pfs) initiative: in 2012 and throughout 2013, third sector (and its predecessor entity, third sector capital partners, ltd. ) lead the effort to construct and fund this $28 million pay for success project, a seven-year initiative designed to decrease recidivism rates and improve outcomes for hundreds of at-risk young men in the probation system or leaving the juvenile justice system in massachusetts. In january 2014 the project launched, bringing together an evidence-based, high performing provider of services, roca, inc. , funders ranging from the boston foundation to goldman sachs, and multiple state agencies. The massachusetts pfs initiative will improve the lives of young people by providing intensive outreach and services to help them live healthy, productive lives. It will also reduce crime, promote safer and stronger communities and save taxpayer dollars. As project intermediary, third sector has overseen implementation of the contract and evaluation plan. The project was launched january 7th, 2014, and approximately 250 youth were enrolled in 2014.
the santa clara county pay for success initiatives: chronically homeless and frequent users of mental health services:starting in january 2013, third sector began developing pay for success projects to be implemented in santa clara county. After performing an extensive landscape analysis, the county decided to move towards a pay for success contract in two issue areas with third sector serving as consultant to the county. The santa clara county pay for success initiative for the chronically homeless will provide permanent supportive housing for approximately 150-200 chronically homeless individuals in the county. Providing supportive housing should improve the target population's health and quality of life and also decrease its use of emergency and other costly county services. The project will run for 6 years and success payments will be made by the county based on the total successful months of stable tenancy. At the end of 2014, the project was progressing towards completion in 2015. The santa clara acute mental health pfs project will improve the coordination of care for the acutely mentally ill, by ensuring patients are in acute in-patient settings for the minimum time necessary, and instead provided with more effective services in a less-restrictive environment. The project will seek to capture cashable savings for the county through a reduction of bed days purchased from contract psychiatric hospitals and within its in-patient hospitals. In december of 2014, the county released a request for proposal for a service provider to provide acute mental health services to a subset of santa clara county residents. This project is anticipated to launch in early 2016. .
cuyahoga county partnering for family success program:starting in november 2012, third sector served as the county advisor and transaction coordinator for the partnering for family success program, a pay for success project launched by the cuyahoga county, oh government. The partnering for family success program provides $4 million in upfront funding for frontline service to provide intensive therapeutic services for homeless caregivers participating in the program transition to supportive housing. These services will work with 135 families to allow children to exit foster care earlier and reunite with their caregivers in a safe and stable home. The partnering for success program will not only improve the lives of families and children in cuyahoga county, it will help save taxpayer dollars. The project was finalized and officially announced on december 4th, 2014
