Causes: Human Services, Residential Care & Adult Day Programs
Mission: The mission of st. Joseph's villa is to provide children with special needs and their families the opportunity to succeed through effective and innovative programs.
Programs: Children's educational services is comprised of dooley school at st. Joseph's villa (including the elementary school program), dooley center for alternative education, brook road academy, and career and transition services (cats). The 2016-2017 school year was a very productive year with dooley school at st. Joseph's villa admitting 102 students throughout the year. This was an increase of 21% over the 84 students we served in the 2015-2016 school year. Dooley school added an elementary classroom due to increased enrollment of younger students. One hundred percent of dooley students made progress on at least one of their iep goals and 8 students passed sol tests. Ninety-two percent of the students sustained or improved their grades throughout the school year. Four of the students graduated from their home schools with one attaining a standard diploma. Dooley also saw a decrease in physically aggressive behavior in the last semester of the school year. Dooley center for alternative education (students long term suspended or expelled from public school) had a positive year serving a total of 51 students with 65% of the students improving or sustaining grades throughout the school year. Dc ae had a 40% pass rate on sol testing. Thirteen students were able to transition back to public school at the end of the year due to behavioral improvement. The high school students earned a total of 80 credits at the end of the school year. This was a substantial increase over last school year. Brook road academy, a college preparatory school, served 35 students. 67% of graduates report success one year or more post graduation. 82 percent of the students improved or sustained grades and 6 graduated from the program and all went on the post secondary education. One student entered into a training program as a baker and 5 students were accepted at one or more colleges or universities. As in the past behavior was not an issue for the majority of the students but the students flourished in the calm, supportive environment that characterizes brook road academy. The career and transition services trains our students and connects the community to our campus. Cats produced over 18,500 snacks for the year. 4 participants got into college or post-secondary training and 10 students got and kept jobs. 3 students achieved their serv safe certification. Volunteers committed over 460 hours of community service in the garden, 160 hours of services through speaking engagements and mentoring with our students, and 800 hours of mentoring from vcu totaling over 1300 hours of service to our campus. Cats participants and staff produced over 21,000 lbs. Or over 10 tons of shredding. Cats had 132 participants from the education programs on campus for fy 16 - 17.
flagler housing & homeless services includes flagler services richmond and the flagler housing resource center (hrc) based in the tri-cities. Together, the two offices served a total of 249 households by providing them with prevention and rapid rehousing assistance. Flagler's success rate this past year is 87% - meaning that 87% of households assisted have not returned to the homeless system - 12 months after discharge from our program. On november 17, 2016, flagler received the "champions of change" award from the national alliance to end homelessness at their annual awards ceremony in washington, dc. Hollybrook apartments is one of three hud section 8 housing facilities in the united states specifically designed to meet the needs of disabled adults. This design makes the facility desirable to both disabled adults wishing to live independently as well as elders who can "age in place. " the apartment complexes have a total of sixty units. In 2015, st. Joseph's villa hired community housing partners (chp) to manage the daily operations and maintenance of the hollybrook. Chp carefully inspected each unit and undertook a comprehensive effort to correct any observed deficiencies. This proved very successful as shown by a score of 99b on the hud reac inspection performed in november 2015 and a hud above average managements operations score (mor) in 2017 at the same time, resident satisfaction has improved evidenced by a reduction in resident complaints/concerns.
day support children and adolescents serve individuals between the ages of 5 and 22 years with developmental and intellectual disabilities. Some of the individuals exhibit challenging behaviors that may be self-injurious, aggressive, oppositional and disruptive. The after school program has been in operation for numerous years. The primary source of referrals has been via community service boards (csb). The primary funding for services has been medicaid waiver services and funding via community service boards. There are a limited number of medicaid waivers that are issued yearly which leaves several individuals on the waiting lists for several years. Adult day support st. Joseph's villa launched an adult day support service in september 2015. This program is designed to offer a continuum of services for a very vulnerable population. The program is a center-based service delivery model. Programming is located on the campus of st. Joseph's villa. Services are all structured to meet the individual's physical and emotional needs; provide protection, guidance, and supervision; and meet the objectives of the individualized service plan. Sarah dooley center for autism is a fully licensed and accredited school focusing on providing academic instruction, behavioral interventions, and career and transition services. This past year, sarah dooley has served 20 localities throughout the commonwealth. We are currently at 63 students with no waitlist (up from 54 at the same time last year which represents a 15% increase). We increased the number of long-term objectives met (422 in 2016, 971 in 2017 which represents a 130% increase). We also saw a reduction in our use of physical restraints (1,022 in 2016, 327 in 2017 which represents a 68% decrease). Overall, for the 2016-2017 school year, the procedures implemented to address the above goals resulted in dramatic improvements in student success. We set a goal of one million learn units (teaching moments) and ended the year with over 1. 6 million. The skill-set of our teachers and our continued improvement on delivery of instruction resulted in 472 iep goals being met this past year. In-home behavior treatment (epsdt) is designed to assist families with better managing children with developmental and intellectual disabilities who exhibit negative behaviors and skill delays across functional areas, including communication, daily living skills, and social skills. In fy17, the program served 62 children and adolescents, over 80% of our clients were recorded as either making progress, linear progress, or mastering their generalizing skill goals. Parent confidence within the program remained solid throughout the fiscal year with over 71% of our parents improving their overall scores. 89% of family members reported that their child made progress towards treatment goals during services.
