Mission: Our mission is to facilitate and enhance the employability of individuals seeking employment and employer access to a qualified workforce. We create a flow of ready and prepared potential workers; helping businesses envision and implement alternative workplace environments that enhance the ability of workers to be more effective in the workplace; and providing resources to support skill development for future and current workers.
Programs: Wioa programs:adult, dislocated worker and youth programs funded through the workforce innovation and opportunity act (wioa) provide free employment and training services to assist eligible individuals in finding and qualifying for meaningful employment. Eligible individuals include: adults ages 18 years and older, low-income adults, low-skilled workers, dislocated workers that were terminated or laid off and low-income youth ages 16-24 who face barriers to employment. In fy 2018, 966 individuals were enrolled in all wioa programs and 290 were placed into jobs. An independent return on investment report estimated that the benefits of wioa programs are 5. 4 times greater than the program costs.
tanf/esla initiatives: through grant funding from the virginia department of social services, ssg has operated an employment for tanf participants grant that provides subsidized and unsubsidized employment opportunities to eligible tanf recipients, resulting in increased skills attainment and increased self-sufficiency through employment. As of june 2017, the program had enrolled 153 jobseekers and helped 119 (78%) into employment at an average hourly wage of $14. 24. Through dss funding, ssg also operates the employment supports for lifelong achievement (esla) grant that also provides subsidized and unsubsidized employment opportunities to eligible tanf recipients, as well as those in view, wioa, and other jobseekers below 200% of the federal poverty income guidelines. As of june 2018, the program had enrolled 47 jobseekers and helped 20 (43%) into employment at an average hourly wage of $16. 00.
offender transition initiatives:the virginia serious and violent offender re-entry initiative (vasavor) supports recently released state offenders by addressing multiple barriers to employment. Since program inception, vasavor has enrolled 580 ex-offenders and resulted in 572 placements (multiple placements may be made for one participant). Compared to a national recidivism rate of 43% and a virginia recidivism rate of 28%, vasavor has a recidivism rate of 4%. The fairfax county alternative incarceration branch (aib) employment center was established in 2008 through a partnership with the fairfax county sheriff's office, and is located within the aib. It assists inmates on work release by preparing them for employment and providing job search assistance. Since inception, the center has enrolled 881 individuals and placed 735 (83%) into jobs. The road to employment initiative, funded by the metropolitan washington council of governments, provides transportation services for offenders at the center to get to their worksites. The success through education, employment and reintegration (steer) initiative, funded by the u. S. Department of labor began in fy2016. Since inception, 189 customers have been enrolled, 103 completed training with 90 receiving credentials and 124 entered employment at an average hourly wage of $10. 03.
