This activity will be implemented by the contractor who will report data as directed by dcdee. Does not include wrap-around care.
child care education and affordability (2341,2361): dual subsidy financial assistance will be paid on a direct per child basis for the purchase of care and enhancements for temporary assistance for needy families (tanf) eligible or child care development fund (ccdf) eligible families. This activity will be implemented by the contractor who will report data into the state-level smart start reporting system on a monthly basis. Includes wrap-around care.
parents as teachers(5509) and family support (5506): sampson county parents as teachers (pat) program will target: low-income parents, parents of children not in regulated care, and parents of at risk children. Primary parent training and support services will be provided by trained bilingual parent educators through 1) monthly home visits, with home visit frequency determined by risk factors and completion of visit plans; 2) 12 monthly group meetings; 3) structured parenting classes as funding allows; and 4) annual development screenings and functional assessments. Educators will be conducting screenings or referring children as needed and will provide follow-up to monitor services being secured. A family literacy aspect of this program may be enhanced through the purchase of age-appropriate books at the rate of approximately one book per family per quarter to help build a developmentally appropriate home library. All parent eduacators have a ba degree. The program will submit an annual report to parents as teachers as required by the national pat office and will engage in the pat self-assessment according to national pat recommendations. Partnership staff and/or executive director may attend professional development opportunities as funding allows. Additional service-related materials and equipment may be purchased to replace and/or supplement existing materials as funding allows. Meetings, trainings and conferences may be offered as a component of this activity.
