Mission: Pratt area community council, inc. (impacct brooklyn) is a community development corporation founded in 1964 to empower residents building flourishing communities in fort greene, clinton hill, bedford stuyvesant, crown heights, and prospect heights. In fy 2016, pratt area community council, inc. Went through a major transition moving its main offices to 1000 dean street, rm 420, brooklyn, ny 11238 and a rebranding process with new website and name impacct brooklyn for which we have an approved dba certificate. Currently we serve all of brooklyn with a focus on central brooklyn. Our programs include a) the preservation and creation of affordable housing, b) the development of small businesses and vibrant commercial corridors that lead to the creation of jobs for community residents, c) the development of resident leadership and community development services that strengthen families and build stronger neighborhoods; and d) the provision of supportive housing and social services.
Programs: See schedule oproperty management and maintenance - during fy2015, impacct brooklyn's leadership decided to discontinue self-management of our portfolio of 54 buildings and moved the management to third party managers. In april 2015 half of the portfolio went to c & c management as part of the impacct preservation refinance in partnership with l & m development. Starting in july through october 2015 (fy2016) the remainder of our portfolio was moved to lemle & wolff. Four management/maintenance staff at magnolia plaza also remain on our payroll. We now have 1 staffer serving as our asset manager to oversee the portfolio.
see schedule oimpacct brooklyn provides direct supportive housing services at out gibb mansion residence. This 71 unit facility houses chronically ill and low-income individuals. We provide responsive and compassionate care to the residents who call it home. On staff are three social workers, two case workers, a resident manager, registered nurse, chef and kitchen assistant, a substance abuse specialist, and an activities coordinator. Residents receive one on one counseling every week and case managers and social workers are always available to help residents with healthcare issues, money management, and necessary advocacy and referrals. Gibb mansion is always bustling with activity; residents share five fresh, hot meals per week, and the activities coordinator keeps the schedule full of classes, outings, parties and community events. The community at gibb mansion is thriving, as staff and residents work together to create a positive, health and empowering environment that facilitates healing and wellness. In fiscal 2017, 71 individuals were housed, 50 chronically ill individuals receiving case management and counseling. Impacct brooklyn's other supportive housing is found at navy green. This 98-unit permanent supportive housing building is part of a large scale residential site coined "navy green" with 458 units of mixed income housing, open green space, retail and community facility space. The residence is comprised of studio apartments for 59 single adults that are chronically homeless with severe and persistent mental illness and/or chemical addictions and 38 units for low income community residents. There is also a live-in superintendent and 24/7 staffed security. On-site social services are offered to all residents by brooklyn community housing and services and funded through the historic ny/ny iii partnership between the city and state through the department of health and mental hygiene.
see schedule ofinancial capacity and homeowner services: in fy2017, impacct brooklyn's financial coach and housing specialist reached over 2,000 residents through our series of workshops and presentations. 315 residents participated in financial literacy workshops or information sessions, 215 people improved their credit rating, 410 households were counseled about foreclosure intervention, and through 11 first time homebuyer workshops we reached 447 people. We held 484 one on one housing counseling sessions. Through our association with the new york state housing and finance agency we are a certified hud counseling agency.
housing development: since 1988 impacct brooklyn has developed 1000 units of affordable apartments, condominiums, coops and homes through various financing tools including low housing income tax credits (lihtc), home subsidies, nys affordable housing corporation funds, nyc hdc bonds and federal home loan bank of ny affordable housing grants. During fy 2016, impacct brooklyn completed the conversion of construction loan to permanent financing of 265 hawthorne street in preparation to convert this 71 unit multi-family building to a limited equity cooperative. The offering plan has been submitted for approval by the nys attorney general's office and 61 of the 71 tenants are purchasing shares. We anticipate the closing of the cooperative conversion to occur in the first quarter of calendar year 2018. Impacct preservation closed ahead of schedule in fiscal 2017, preserving the affordability of 489 units for 30 years. Dissolution of the 7 entities which went into the impacct preservation project in june 2015 are nearly complete. Impacct brooklyn became the development consultant for providence house for a 22 unit project low income supportive housing project acquired in june 2016 to house formerly incarcerated women. The construction loan closing took place in september 2017 and will preserve these affordable housing units for 60 years. Gibb mansion financial restructuring closed in june 2017 and will preserve 72 supportive and affordable housing units for 30 years. Joint ownership entity (joe): joe is a joint ownership entity that acquires and asset manages affordable multifamily properties on behalf of member cdcs. The mission of joe is to secure the long term viability of non-profit run affordable housing and to make members more competitive in securing new affordable housing development opportunities. Joe was formed by a number of cdcs in response to a set of challenges confronting new york city's affordable housing stock. Joe is designed to strengthen the asset and property management capacity and outcomes of participating cdc; to bolster the cash flow and balance sheets of participating cdcs; to enhance the ability of cdcs to secure financing for their development projects; and to help ensure the long-term affordability of the properties in its portfolio and the stability of the communities in which they are located. Impacct brooklyn's leadership approved the transfer of 143 affordable housing units to the joe. We are also discuss the possibility of combining our properties with certain bridge st and st. Nicks cb #3 in the area to create sufficient scale for a tax exempt bond transaction, which will provide more funding to modernize the buildings for the future. Tenant and community organizing: impacct brooklyn's tenant and community organizing department encourages and mobilizes local residents to improve their surroundings and confront broader concerns through community organizing campaigns; confronting housing issues facing low-income tenants; eviction prevention work which includes daily counseling for tenants; monthly know your rights workshops and legal clinics; and code enforcement organizing, assisting tenants who are dealing with all types of crisis related to a crumbling housing stock. During fy2017, the department campaigned to fight rent increases at the rent guidelines board, advocate for right to counsel in housing court, and negotiated with all-year management to issue leases to existing tenants in 13 buildings. The department served 277 clients in legal clinics, facilitated 252 tenant association meetings, conducted 115 successful housing interventions and reached over 787 people through participation in or organizing 10 events. Economic development: fy2017, the economic development department continues to build a strong foundation for the growth and development of merchant associations along fulton street, washington avenue and flatbush avenue. Helping small businesses and property owners navigate governmental processes, expand their network of resources and develop new partnerships remains at the forefront of our community renewal work. We provide technical assistance to new business owners and work in communities to boost consumer confidence and promote investor interest. To achieve our main goal of supporting and sustaining a vibrant local commerce that grows in economic, racial and cultural diversity we recruit compatible businesses developing commercial districts that respond to today's consumers' needs using rolling up the gates a highly successful business attraction activity and supporting local merchant association development; ensure that entrepreneurs receive assistance through individualized counseling which employs a vast referral network; and, provide technical aspects of obtaining and managing a thriving business, through the small business series and marketing workshops. 26 entrepreneurs attended our rolling up the gates event showcasing vacant storefronts, 145 business owners attended our small business workshop series and 72 businesses were individually counseled. We helped to open 3 new businesses and retained 34 small businesses through mediating conflicts or assisting with lease negotiations. We have begun to explore enhancements to our services that include access to capital and minority and women enterprise development.
