Programs: Cycling programs: member services and governance-obra serves as the governing body for oregon amateur bicycle racing. They promote and oversee competition, rules and regulations, set fees for riders and race organizers. Issue and regulate printed number plates. Maintain website and race results. (4,010 members)starting in 2011, obra provides bicycle racing organizers and bicycle racing participants an online integrated registration system. Obra collects entry fees from race participants and disburses them to the race organizers. $445,096 collected from participants and $450,214 disbursed to race organizers in 2015.
cycling programs:race organizer support/shared equipment management-obra provides race promoters with access to insurance, officials, mechanics, equipment and medical supplies required for safe racing events. These services are provided for a fee. Obra also serves to assist promoters and organizers in expanding and enhancing cycling events to reach areas and populations that would not normally be exposed. (360 days of racing 2016) also included in obra's activities is the portland velodrome commitee's (pvc) track racing activities. These include maintenance and repair of the velodrome track, track bike rentals, track bike storage, utilities etc. The pvc also promotes velodrome races and rider development programs (80 team training days 2016).

Development provides support services such as clinics for training for participants, officials and coaches. Development also includes support for team and individual travel to national and international competitions. Also supports local bike transportation organizations.
