In april 1994, project no gangs merged with duila to form drug use is life abuse- project no gangs. The two programs operate under the same bylaws and are governed by the same board of directors. Project no gangs was created in 1991 by the orange county chiefs- and sheriff's association to address prevention, education, and awareness to reduce gang violence in orange county.
