Mission: Oic of clark county will provide services designed to eliminate poverty, unemployment, and illiteracy in clark county.
Programs: Learning opportunities: an alternative school program for disadvantaged youths. During the 2016-2017 school year, approximately 115 students were enrolled. 41 students fulfilled all requirments for completion and received a diploma from thier respective high school. Requirements for completion include accumulating sufficient credits and passing ojt testing.
heap: the program provides utility payment assistance for clients in threat of shut-off, provides assistance in completing state applications and provides public awareness of the heap program locally and at state levels. The program served 3,820 customers and 3,620received energy payment assistance.
summer youth program (syep): program that provides low income clark county youth with valuable work experience while earning a paycheck to help meet basic needs. The program offers opportunities for youth to develop a work history and have a current reference from an employer.
family re-entry program: 18 inmates in state correctional facilities received soft skills and life skills training, 36 family members of the inmates received soft skills and life skills training, 18 families of ex-offenders received reunification and supportive services. Community service block grant (csbg): job readiness - provides transitional training, job search training, placement preparation, counseling, remediation, special skills training, and job placement to clark county - owf (welfare) participants. Team - provides owf the opportunity to learn job skills and acquire work ethic. This program enables them also to market themselves to potential employers through working on site and including their new skills on their resume. Outreach services - referral source for disadvantaged clients. Work experience:the program partners participants with local employers to provide participants the opportunity to obtain employment skills. 59 enrolled, 20 completed the program. Hud: program provides services to families that are receiving assistance through the housing choice voucher program through springfield metropolitan housing authority. Services include meeting with families, assessing their needs, developing and monitoring an individual service plan, and referring to other supportive service agencies when deemed necessary. Justice assistance grant (jag): the program provides services to ex-offenders and their families to assist them in reentering back into the community after incarceration to reduce the risks of recidivism. The program provides family reunification, training, and comprehensive individuals and family case management services six months prior to and six months post release from the appropriate ohio correctional facility. The overall goal for the program is to reduce offender recidivism and decrease the likelihood that children with incarcerated parents will engage in delinquency. Housing: the agency owns two housing properties in springfield, ohio which are rented to low income individuals. Second chance reentry: the program provides pre- and post-release services to high-risk criminal offenders as they are reintegrated in the springfield/clark county, ohio community. The goal of the program is to reduce the recidivism rate in clark county by 50% over a five-year period. Job readiness: the program partners with ccdjfs to prepare customers seeking andobtaining employment; and enable them to meet their participation requirementso they can begin receiving tanf benefits thru pay for performance implementedby ccdjfs 166 enrolled, 149 completed program (oct - june)
