Programs: The purpose of north central pennsylvania regional planning and development commission is to carry out the responsibilities of an economic development district as provided in the public works and economic development act of 1965 and as a local development district under the appalachian regional development act of 1965 as reauthorized. It shall engage in economic development planning, and in related economic development activities of broad geographic significance to the north central portion of the commonwealth of pennsylvania, specifically comprising the area encompassed by the counties of cameron, clearfield, elk, jefferson, mckean and potter, and such other areas as may be specified from time to time. Workforce development - north central's workforce development operation offers a comprehensive mix of services to employ and re-employ dislocated and disadvantaged individuals throughout our region. Services are provided from numerous one-stops ("pa careerlink") throughout the region. In py'16-fy17, north central's workforce development operations provided assistance to 143 adult, 373 dislocated worker, 272 youth, and 160 e. A. R. N. (welfare) customers. Enterprise development - north central's business assistance operation provides opportunities for economic growth by way of direct assistance in increasing market share, low interest loans, access to commercial and industrial space and access to emerging technologies. In fy 2016-2017, north central's business assistance operation helped create and retain 2065 jobs (1870 retained, 195 created) transportation planning - the north central rural transportation planning organization ("rpo") guides the transportation planning and programming process for the region. The rpo approves the development and implementation of highways, transit and other transportation facilities and services. In fy 2016-2017, north central rpo awarded 36 projects with total project dollars of $90 million.
