Mission: NARPAC incorporated in Maryland in 1996 as a non-profit organization devoted to educating Americans everywhere about the increasingly serious decline in quality of life for District of Columbia residents--and those of other cities as well--and about emerging alternatives for leveling the socioeconomic playing field between blighted American inner cities and their sprawling, prosperous suburbs. Statistics on substandard living conditions, crime, public education and public health had become a national--and international--disgrace. NARPAC's founders decided to use the unfolding capabilities of Internet to develop national concern at modest start-up costs--and time.
