Programs: Early childhood - pre-school and daycare programs for low-income and handicapped children, funded by federal/state grants and parent fees. Early childhood expenses are approximately 53% of program service expenses. Early head start 61 infants & toddlers received services through 3 centers. Early head start/child care partnership/early learning centers through partnerships formed with 4 child care providers via the ehs/cc program, a total of 184 infants & toddlers received childcare services through 8 child care centers. Head start an average of 503 children were provided head start services in 29 classrooms. Child and adult care food program - 160 daycare home providers in 38 counties served approximately 2,500 children. Early childhood comprehensive services - beginning operations september 1, 2016, eccs impact currently has partnerships with 3 city officials, 3 county commissioners, 3 county coalitions, 28 community organizations, and 13 state agencies. All partners are working together with the common goal of improving early childhood service systems, increasing age-appropriate developmental skills among 3 year-old children, and reducing developmental disparities.

Housing expenses are approximately 16% of program service expenses. Homebuyer education/financial counseling provided housing counseling, financial fitness, budgeting and/or credit counseling services to over 269 families. An additional 109 customers received counseling over home equity conversion mortgages. Multi-family housing little dixie multi-family housing served 49 senior residents and 103 families in the tri-county area. Self help housing 32 single family homes were built for low-income families in the eight southeast oklahoma counties serviced. Weatherization 31 families received home weatherization services to reduce energy consumption making their homes more energy efficient and affordable.

community services provide necessary community services to reduce poverty and empower low-income families and individuals to become self-sufficient. Community services expenses are approximately 16% of program service expenses. Americorps - 56 americorps members worked within 2 school years to serve 800 plus head start and early head start children to complete the goals within their individual development plans during the school year. Court appointed special advocates (casa) 118 youth were served by 49 volunteers who contributed 1,928 volunteer hours in service to youth in the court system. 97 children had their cases closed. Drug free communities program in partnership with the choctaw county coalition members, and community volunteers, approximately 2,000 individuals were served through school presentations, information dispersal, drug take-back events, and other community events, all in efforts to increase collaboration among resource providers so as to prevent substance use among area youth. Healthy start 769 total participants, 235 pregnant women, 193 inter-conception participants, and 243 children were served within the tri-county area. Navigator during health insurance marketplace open enrollment, 146,286 people enrolled in qualified health plans (private plans) through the oklahoma exchange. As of february 2017, 129,060 had effectuated coverage and 91% were receiving premium subsidies. Rx for oklahoma more than 26 new individuals were assisted in getting their prescriptions for free or a reduced cost at a savings of over $59,274. Victims advocacy services provides support services for victims of crime. 414 victims received services as of december 31, 2017. Retired and senior volunteer program (rsvp) - 338 volunteers (ages 55 and over) provided 70,805 hours of service to their communities at 58 volunteer stations, which equated to a dollar value of $1,563,374. Emergency assistance - through funding received from the emergency food & shelter program and local donations to the little dixie emergency fund and through salvation army bell ringing, a total of 102 families received much needed emergency assistance. Youth first - project only began october 1, 2017, but provided services for 19 at-risk children and their families in 2017, as a means to encourage positive behaviors and reduce the incidence of delinquency in the youth served.
