Mission: Inland counties legal services provides free legal assistance in noncriminal proceedings or matters to persons financially unable to afford legal assistance in riverside and san bernardino counties. The objective for each activity is to provide high quality services to as many eligible clients as reasonably could be achieved within the program's resources. The long-term objectives are to strive to improve the quality of these services in an effective and cost efficient manner.
Programs: Legal services - cases: legal advocacy on behalf of low income eligible clients, including the provision of legal advice, limited services (document preparation), and/or direct representation of clients, including court and administrative agency practice. In 2014, icls closed 6,989 cases handled by its staff lawyers and paralegals.
legal services - private attorney involvement (pai) program: through approved subgrants of federal legal services corporation (lsc) funds, icls funded three non-profit organizations whose purpose is to provide pro bono attorney legal assistance to low income eligible persons residing in riverside and/or san bernardino counties. Icls reports cases closed by subgrantees annually to lsc. In 2014, a total of 3,302 cases were closed under this program activity.
legal non-case services or "matters" are activities in the following areas: (a)community legal education: presentations, workshops & publications. In 2014, icls measured 13,813 people directly receiving this service and estimated an additional 26,325 people for a total number of 40,138 persons assisted; (b) pro se assistance: workshops or clinics and courthouse help desks. In 2014, icls measured 144 people directly receiving these services; (c) referrals: direction of applicants to other legal services providers, private lawyers, social agencies and community organizations. In 2014, icls measured 9,404 people directly receiving this service and estimated an additional 5,939 people, for a total number of 15,343 persons assisted; and (d)outreach: informational notices published in print media,newsletters external to the program and referral agreements with other agencies and how to reach us on websites. In 2014, icls did not measure this service.
