Mission: To provide counseling and intervention and treatment services for at risk and delinquent youth and their families in wayne and adjacent counties.
Programs: The western wayne care management organization (wwcmo) provides case management services for adjudicated youth from seventeen communities in western wayne county. Youth assigned to wwcmo have been charged with an offense by the local police department and found delinquent by the juvenile section, family division of the third circuit court. Wwcmo's function is to plan and supervise the youth's delinquency rehabilitation and assure community safety. The goals include assisting youth in becoming accountable for their actions, remaining crime free and obtaining the needed basic skills to fulfill their ambitions. Youth remain under wardship until the court releases them, after their rehabilitation is assured. Wwcmo funding is provided by the county of wayne and through the state of michigan's child care fund. In 2017, wwcmo served an average of 149 juveniles on a daily basis and 294 separate youth over the entire year. At any one time, approximately 42% of enrolled juveniles receive services in the community and 58% are placed in a residential setting. During fy 2017, the rate of youth who reoffended while still enrolled was 4%. Follow up reporting at two years post termination shows that of 82 youth who completed during 2015, 74 (90%) have not committed another felony offense. The overall rate since 2000 is over 90%.
the community intervention & treatment (citx) program provides counseling, delinquency intervention and treatment, and parent education and support for at risk youth as well as adults. Outpatient substance abuse treatment programs for both adolescents and adults use group intervention strategies and education to help clients achieve initial sobriety and teach relapse prevention skills to help them maintain long term recovery. Other programs use research based approaches to help youth improve decision making, safe conflict resolution, improve social skills and communication resulting in improved family relationships and school behavior. The supervised parent visitation program served 215 families during 2017. 180 youth received services during 2017 fiscal year, with a corresponding number of parents also participating in parent education & support components. In addition, 394 adult clients participated in outpatient drug and relapse prevention treatment. Outcome measures for citx programs are consistent with prior years. Outcomes reported at program termination include: 70% of adolescent participants remained drug and alcohol free; 90% remained offense free while enrolled; 53% of clients in behavioral treatment reported improved family functioning; and, 86% met school and job commitments. For adult patients at 90 days post termination 87% reported no further legal issues; 80% were employed or enrolled in educational programs; 70% remained abstinent from substance use; and, 57% continued to attend alcoholics anonymous or narcotics anonymous meetings
aftercare and residential treatment (artx) provides primary outpatient treatment for chemically dependent adolescents to help them interrupt their use, develop basic recovery principles and begin to practice the skills which will prepare them for life long sobriety. In addition, gwi provides the substance abuse treatment component of the residential programs for adolescents on wolverine's vassar campus and as part of washtenaw county's children's services department. During fiscal year 2017, 105 adolescents received residential treatment services and family programming. In addition, family members participated in intervention and family week programs. Outcome measures reported for 2017 include: 75% of youth returning to the community after residential substance abuse treatment have remained drug and alcohol free while in aftercare.
school based programs provide counseling and support aimed at reduction of chronic truancy and improved behavioral and academic performance for at risk students. Each academic year approximately 600 students receive crisis intervention, short term counseling or academic support services in the course of a school year.
