Mission: To conduct health planning and development for the central new york health service area encompassing the eleven (11) counties of cayuga, cortland, herkimer, jefferson, lewis, madison, oneida, onondaga, oswego, st. Lawrence and tompkins; to provide effective health planning and to promote the development of health services and resources; to improve the health of residents in the health services area; to increase accessibility, including overcoming geographic, architectural and transportation barriers; to increase acceptability, continuity and quality of health services; to reduce the cost of providing health services to the residents of that area; to prevent unnecessary duplication of health resources; and to preserve and improve competition in the health service area.

housing opportunities for people with aids ("hopwa") - rental subsidy program intended to assist low-income people living with hiv/aids to live in stable, safe and accessible apartments.
supportive housing assistance program - designed to serve people with hiv/aids who need more assistance than hopwa participants. Participants have medicaid insurance and are considered to be homeless or housing vulnerable and the program provides monetary and emotional support to facility retention of sable, safe and accessible housing.
