Mission: In 1992, the Fairfax County Board of Supervisors adopted a resolution to develop a housing counseling training program as a "low cost/no cost" remedy to improve homeless prevention and intervention services. The Fairfax County's Homeless Oversight Committee responded to this resolution by creating a Housing Counseling Subcommittee (HCSC) which developed and implemented a successful housing counseling training program for counseling professionals employed by Fairfax County agencies and community-based organizations. The Housing Counseling Subcommittee was made up of professionals, appointed by the Deputy County Executive of Human Services, with expertise in housing counseling. In response to a concern on the part of committee members that the program needed to be affiliated with an established non-profit to provide the program with greater stability and permanence, Christian Relief Services created an affiliate organization, the Center for Housing Counseling Training (CHCT) in 1997.
