I have owned a home in Princeville under the CC&Rs of the PHCA since 2004. And, I can say without hesitation that this is the worst HOA with which I have ever dealt. Specifically, the Design & Review Committee makes up rules as they please and imposes fines that are outrageous and unfounded. And, the home owners who suffer most are those who are trying to play by the rules. Subjective and Capricious--are understatements. Buyers BEWARE!
